As part of a review of international best practice in tourism management undertaken for the Scottish Parliament, a visit was made to Slovenia and Croatia.

The Croatian visit focused on the Island of Rab, last visited by Director Terry Stevens in 1973. Little had changed in 30 years, however the President of the Island's Tourism Association admitted that quality in the serviced accommodation sector was a key issue. Rab is a remarkably attractive destination. Perversely the quality of the natural and built environment renders the quality of the accommodation base a less important issue. None the less a more strategic approach is needed to ensure that the inherent qualities of the Island are not diminished. This is a very special place.
